Background: Acquisition and business industry veteran, with more than twenty (40) years of experience in the intelligence community (IC) with a TS/with poly clearance. Founded Kito-Taye-Lynn (KTL) Business Consulting Group in 2012. KTL is based in Maryland, serving the Mid-Atlantic Region. KTL is a specialized professional service business that provide superior business consulting related services to public and private sector industries. A certified U.S. Veteran Owned (SVOB) business, KTL has managed some of the most unique, complex and high-profile business-related projects in the Intelligent SIGINT community (IC). KTL goal is to establish itself as the preferred consulting partner of small and large businesses doing work within the DoD, State, and local communities. Moreover, KTL has developed a culture steeped in collaboration, transparency, and performance excellence. He is an honorable discharge military veteran of the United States Air Force. He received his bachelor and master’s in business and Commerce (Urban Studies) at University of Maryland, College Park, MD, and Public Administration at the Troy State University, European Division, United Kingdom, England. He received his executive training at the National Security Agency. His public service commitments include serving and supporting Small Veteran-based and industry organizations.

Works part time as a contractor for H&R Block as a Sr. Tax Analyst. She worked as a part-time teacher in the Anne Arundel Public School System. Also worked for the National Security Agency (1973-2005) TOP SECRET TS/SCI Clearance; Customer Service Advocate/Staff Specialist for Information Technology Customer Service functions; System Administrator Troubleshooter for critical computer systems hardware and software problems, monitored system/user files and performed backup files. Point of Contact for software applications; Staff Specialist; performed metrics; monitored system performance; user(s) performance and tallied system trouble calls; required developing, maintaining, and coordinating computer databases that allowed collection, transcription, and analysis and reporting; Mission Support Analyst; Signal Conversion Specialist; Computer System administrator that required monitoring computer runs, outages, performance, and maintenance; SIGINT Collection Office; and traveled extensively in CONUS and OCONUS as well as lived and worked overseas. Darnell Jr. expert knowledge on specific technology solutions including system hardware, software, and cloud services. Experience in the information Technology development of solutions, server / desktop / mobile software development, service-oriented cell phones and computer systems, proprietary applications and open source applications. He supports the development of solutions to address organization’s challenges by applying his knowledge of software and hardware methodologies to the applicable enterprise architecture. Serves as a key facilitator between technical teams to achieve objectives. Works closely with other consultants, IT Program Managers, and client.

Mr. Harrell is a retired National Security Agency leader and manager supporting mission development in Department of Defense (DoD) and Intelligence Community (IC). He is a United States Navy veteran. Subject Matter Expert (SME) in Acquisitions, Program Management, Contracts, Life Cycle Logistics Support, Joint Capabilities Integration and Development (JCIDS), Planning Programming, Budgeting, and Execution (PPBE), and Strategic Business Management Consultant.
